When I send or receive money from people using PayPal, can the person who sent me money (or the person receiving money from me) see my names and address? If so, is there a way to prevent this?
You can’t send it completely anonymously - they will be able to see your PayPal ID at the very least. But I’m pretty sure that if you send a payment as ‘other’, rather than ‘goods’ or ‘ebay’, and specify that it does not require a delivery address, then your postal address will be witheld.

I’m not sure what you mean - receiving funds is just the other side of sending them.
If someone has sent you funds, then you’ll know their PayPal ID. Depending on the transaction type and options, you may also see their address - and if they’ve sent their address as part of the transaction details, the only way to avoid seeing it is to shut your eyes.
And of the many times I’ve sent money from paypal, I’ve never gotten an option to see the real name or the address of the person who holds the account I’ve chosen to send money to - if the payment was following a link from an online store or other website, I can see confirmation that I’m sending to the right account for that business or organization, but that’s about it AFAIK.
