Peruvian congressman on open-source software

Peru’s congress is considering a bill mandating the use of open-source software in the public sector. Microsoft Peru’s GM sent the bill’s sponsor a letter attempting to dissuade him from his position. Here’s that letter:

I’m incredibly impressed that a modern politician could have written such an erudite, well-reasoned, thorough, and blunt document.
