In my experience, when women have the choice between wearing a skirt or slacks with a suit to an interview, the ones who choose the skirt think that they might gain a tiny little edge due to the shapeliness of their legs.
In some fields you have no choice, either a skirt or slacks is the norm, and problem solved.
I appreciate all the suggestions. This afternoon we started at Target, went through TJ Maxx and Marshalls and hit paydirt at JC Penney. My daughter actually found two suits (both grey) and two tops (one white, one black) that fit. Then she finished her ensemble with a pair of medium-heel pumps.
Regarding the skirt vs. pants question, I have to tell you that the ONLY matching skirts she was able to find were all ankle-length. While one of the suits she bought has both a skirt and pants, I have to say that she looks completely out of proportion with the skirt on, and completely businesslike with the pants.
She just seems more put-together with the slacks and jacket (either of the two outfits) and I think that’s more important than wearing a skirt and not looking particularly well-dressed.
