Please help me with a name of an old whining comedy actor

I am trying to find a performer who sounds like Charlie in the Box from Rudolph, the Red-Nosed Reindeer (1964).

I think it was a male and he was on some old B&W sitcom or in an old B&W comedy movie. The character played was always whining and complaining about how difficult everything was.

It is not the actor, Alfie Scopp, who did the voice for Charlie. I checked his IMDB and have not seen anything he did other than Rudolph.

Thinking of the “Charlie in the Box” voice, the first thing I thought of that was similar was the guy in “Mary Poppins” who sang the song about “I Love To Laugh”. So I asked my wife who that was, since Mary Poppins is one of her favorite movies. “Ed Gwynne?” was her answer.

So, either Ed Wynn or Fred Gwynne. You decide.
