Please ID this political comic strip

It ran on the Washington Post editorial page in the early-mid 1990s. It was unabashedly leftist, and had a semi-regular character that was a map of the US with arms and legs, speaking as a person.

It was usually memorable, and occasionally hilarious.

My favorite installment involved a discussion of the conflict between paying down the national debt and spending money on education:

US Map: “So there you have it: you kids will have to grow up, get jobs, and pay down the national debt before we can increase spending on education.”

Children: “But how can we get good jobs without good educations?”

US Map: “You’ve got plenty of guns – figure it out!”

It was pretty funny, but seems to have fallen off the radar. There’s hardly anything on wiki about it. I’d forgotten about it until I saw this thread.
