I admit (to my chagrin) that I simply took watchwolf49’s word about the ruler.
When I first saw the thread and looked at the OP’s pix I was focused on the bombilla (which I didn’t recognize, having never experienced mate for myself). I noted the ruler had a brightly colored kid-friendly aspect and that’s it.
Later on **watchwolf49 **added his 2 cents’ worth which I jokingly tacked onto.
Last time I trust some guy who habitually uses 3 periods wherever one will do. 
FWIW on close examination the cartoon characters look like typical Japanese animation to me. No clue how to research that. Perhaps we need to attract the good folks over in Café Society.
