The governor is the Commander of the National Guard at least until it is nationalized. But a state governor has no authority over Federal troops, emergency or no emergency. A govenor may request action which will probably be respected but has no power to give orders to Federal Troops.

I don’t understand how they can take legal firearms away from the owners, but allow someone who claims to be a “security guard” keep weapons. It should be all or nothing.

I don’t know how it works in LA, Monty, but the security gaurds I knew back in California had no special powers or credentials. To be an armed security gaurd, you needed a gun permit just like “normal” citizens.
As for taking away guns from looters, I’d be surprised if most of them were legally owned fire-arms. I wouldn’t be too surprised if they were aquired during said looting.
