The local authorities didn’t report the rental of the lock-up to the FBI in 1993, it was only this year that the FBI knew of it, they got the court order to search the lock up, and discovered the body. the DA said that “people like him keep us in business”.
the whole delay was the fault of the local police for not reporting the lock up.
