First by hiring officers that can perform those tasks.
I have no problem paying them more, even a whole lot more, if it means that we get higher quality applicants.
I don’t want cops who want to make a difference, those are the ones who have their own idea of what that difference should be. And I certainly don’t want cops who want the authority that comes with a badge to bolster their desire to assert their dominance.
I want cops who want to get a great paycheck and live a good life. I want them to value their jobs and not fuck up. I want them to take their jobs seriously, and report those who do not.
And we do not hire those who have their own sense of justice, whatever that means. We take citizen complaints seriously, and demote or fire anyone who abuses their power.
We have too many cops anyway. End the drug war, and suddenly, half of them are superfluous.
Ask everybody to stop doing crime. Just Say No!

Cops in my neck of the woods get paid pretty well, and have really good retirement plans.
