Ok, where is Powerball drawn, and does each State set its own rules of play? For example, I hear in DE one is assured of their privacy - their name is not made public if so desired. Also, I believe the legal age of play might vary from 18 vs. 21?

And, do are these rules set by the state where purchased, or redeemed, or the gambling/lottery rules in the state I reside? For example, I can buy a ticket in DC, live in MD, and redeem in DE. Sounds crazy, but I know some who commute that far every day!

So, what’s the deal?

Powerball is drawn in Des Moines, IA. Each state sets its own rules. FWIW, I believe that if you lived in, say, Illinois and bought your ticket in Missouri, you would have to pay income taxes in both states.
