They used to be when it was USSR, maybe not now. But my point that it is a different place still stands.
But it isn’t a different place. It’s the same city, and the west has always spelled it Kiev. In Ukrainian it’s Kyiv. Not two different places though.
“Always” minus a few years. I’ve seen it as Kyiv for several years now.
