This was peak Thunderdome era and they took full advantage of the empty arena. There was an unfortunate botch where Paul Heyman couldn’t get Roman loose from a pipe Owens had handcuffed him to and the ref tried to slyly stop the count, but other than that it was an excellent match that brought the best out of both men.
Luger making Hogan submit to the Torture Rack and winning the world championship is one of the top 5 moments in all of Monday Nitro. (I don’t think tapping out to submit had made its way to wrestling by that point, though, so Hogan could have been telling the truth from a certain point of view.)

A complete mess of a match, and a really good example of “sports entertainment” style “flash over substance” booking. And to be clear I mean that sincerely no sarcasm or joking. Whatever other complaints I might have about WWE, they definitely know how to create moments when they want to.
