Yes. I remember a college-days protests where I’d been advised to take one for that purpose. Not owning a bandada, I grabbed a large cloth napkin from a dining hall or a party. At the protest people applied lemon juice to my “bandada” and explained that would help filter out tear gas. I remember being very skeptical that was going to work if push came to shove, which fortunately it didn’t.

In London demonstrators have been known to cover their faces so that whenhopefully (for them )it later turns into a riot they can’t be identified as looters, people commiting assaults and criminal damage.
