In what other countries do people get instructions about “how to behave if a cop stops your car” which include “do not move or make any gestures you haven’t been ordered to do”?

Actually, I got instructions like that as part of my counseling when I was involuntarily committed a few years back. Given that40% of police shootings in Canada are of someone having a mental health crisis, it made sense in context.

I believe that comes from over imaginative posters on the 'Dope, although if I were a person of color I would do my best not to anger a policeman.
