It sounds as if you are asking for a 200 page dissertation on the various types of policies in the various types of governments across the globe. I don’t have time for that unless I get paid for it…

Try this link for an explanation of the Political Spectrum and this link for an extensive survey on Comparative Government (this link is to the title page of a 200+ page on-line text book - I’m afraid it doesn’t get any simpler than that and you’ll need a subscription to read more than the first page of each chapter). Finally, the CIA 2002 Factbook will tell you the form of government every country has adopted.
