My Visa Electron is scheduled to expire at the end of August. My bank is in Moscow, I’m now in Toronto. By whose clock does my card expire tomorrow? Moscow time? GMT? EDT? 
I would suggest you call their “toll free” number and ask them.
After all, unless you speak with one of their employees, anyone else can only give you an opinion and their opinion can only be a guess.
I’m operating on the assumption that the clock used is the one at the bank which issued the card.
Unless, of course, the system is based on GMT. Or the Visa control center is located in New York. Or my transactions are tracked on my local time (also that of NYC).
There must be some sort of standard operating procedure that applies worldwide.

I had some problems with my Visa credit card and I went to my bank branch.
Someone there was very helpful to me and they sat down with me and called the toll free number and stayed with me until we had an answer.
So, if you can’t get an answer on your own from a toll-free number, I suggest maybe you go into any branch of the CIBC (Canadian Imperial Bank of Commerce) or Scotia Bank or Royal Bank or TD Canada Trust. They are all affilated with VISA.
But I would use their toll-free number first. After all, that is what their outrageous service fees are there to support. You can keep hounding them on their dime (at their cost) until you get some satisfaction.
