Question about weather forcasting

I’m pretty sure I’ve seen this answered here before, but I couldn’t find it. I’ve heard two different things regarding weather forcasts…

If the forecasts reads 60% chance of rain (for example), does that mean that there is 60% chance that it will rain? Or does that mean that 60% of area will be rained upon?

It means that in any one random location within the forecast area there is a 60% chance that it will rain at some point.

How did you try and find it? I went to the straight dope archives, searched for “weather”, and the very first link found was Cecil’s answer to this very question:
