I was wondering if anyone knows of any sites where I can play with an electoral college map (on my iphone) that don’t use flash? Or are there any (free) apps that you know of that allow similar tweaking? Ideally I’m looking for a way to view the likes of 270towin on my mobie, if possible.

Here’s a good one that uses HTML5. It should work on iPhone, but I’m an Android user, so I can’t check for you.
ETA: Note the “Create your own 2012 Electoral Map” tab along the top if you want to futz around with your own.
