This is the third open investigation into the oranges of the Russia investigation, along with the ongoing Inspector General’s investigation into the counterintelligence decisions that were taken in the early stages, and Attorney John Huber’s investigation into Republican claims of FBI misconduct and whether more should have been done to investigate Hillary Clinton’s ties to a Russian nuclear agency.

I feel the OP is probably missing the point of that aphorism. The point is that no organization can be relied upon to conduct an impartial oversight of its own activities.
While the Trump administration may declare that this investigation is directed elsewhere, that’s nonsense. The purpose of this investigation is to determine if other investigations of the Trump administration were launched on the basis of valid evidence. So this new investigation will, by its mission, be called upon to look at the evidence that existed against the Trump administration and pass judgement on that evidence.
This is the Trump administration investigating allegations made against the Trump administration. It’s obviously not an impartial party.
The outcome I foresee is that True Believers will be told that they should keep true believing. And that will cost around fifty million dollars.
Remember when the Republicans were the law-and-order party? When they were in favor of criminal activity being investigated and prosecuted? When they supported long sentences for those convicted of felonies?
Of course they also used to say that personal character and morality matters.
“Law and order” was never about prosecuting businessmen or politicians. It was a code word for cracking down on the “undesirables” - busting up gay bars, arresting hippies for marijuana possession, and shooting black people when they “failed to comply with police orders”.
