The discovery of a pipe with levels exceeding the measuring devices (10 Sv/hr) was done with workers only receiving 4 mSv in their brief exposure. If they had stayed a minute and a half they would have exceeded the maximum dose of 250mSv.
The pipes are what the reactors vent through, and this is the highest confirmed reading exceeding the 4 Sv readings from inside reactor 1 building.
As rubble is cleared and radioactive material exposed they are finding more and more material of a very dangerous nature outside the reactors. Unless they are idiots nobody should die from this, as they are careful about staying the fuck away from the material.
According to the nuclear shitheads this means 10 Sv is no big deal. Because nobody died.

Just like a measurement of 1.13 mSv/hr is an area means you will die in less than a year if you stay near it. You will get sick long before that.
