My needs:
Create clips of audio from an existing file. I may only need 30 seconds of a particular song.
Adjust the volume. Different files have various sound levels and I want to take some of them down.
That’s basically it so I’d like something really easy to operate.

Yep. I use audacity to make minor adjustments to audio files of all kinds, and it’s great. You get what you pay for (it’s free) but it’s well featured and fairly intuitive.
