We live in the boonies, and can’t get unlimited internet. I don’t want to upload all the pics to the cloud, because that would use up all our data. So not cloud-based.
I want to be able to move photos between files easily, re-name, make albums, etc.
I want to be able to resize pics, ideally in batches.
How many photos? Snapshots or high quality portraits?
These days I recommend Lightroom for photo management, though it is not free.
The reason is longevity. It may not be the best tool out there for tweaking or managing, but it is very well known and likely to be maintained by Adobe for many years. Anyone who makes plugins for photo software will have something for Lightroom. And it runs on both Mac and PC.
I have suffered over the years as other tools have been abandoned (iPhoto and Aperture being replaced by the anemic Photos app), and it’s very painful since each app has its strengths and weaknesses and it’s hard to move from one to the other without pain.
Lightroom excels at nondestructive editing: your originals are never modified, the tool simply keeps track of the changes you made and reapply them in real time as you view photos. It also has great support for uploading to different services if that’s your thing.
It will automatically create folder structures for you, but it will also accept whatever folder structure you prefer–that is a strong point in my opinion, since other tools (I’m looking at you, Apple) tend to squirrel photos away into an opaque black box that is only accessible via their tool.
