Does one have to be a Rasta to be considered a legit artist in the Reggae community? Or does the Reggae community respect any performer, regardless of his beliefs, if he produces good music?

Not at all. Jimmy Cliff, one of the most prominent reggae artists, is a convert to Islam, for example. I am not aware that he was ever a Rasta. While many Rastas are involved in reggae, I don’t think there is any necessary connection between the religion and the music.
