Renowned -- or infamous -- international-consulting projects for developing nations

I’ve been wondering about those instances in which the government of a less-developed nation, facing some dire national problem, hires international consultants and gives them free rein to map out a solution.

(The only example I can think of offhand is economist Jeffrey Sachs’s work on Poland’s market-economy transformation after 1989.)

Given the potential for dramatic results but also for culture clash, there must be some colorful stories among the case studies out there.
