Renter's rights regarding outbuilding repair?

I have a friend who’s renting a small house that has a small detached steel outbuilding (shed.) It’s probably about 5 feet wide and 8 feet long. She needs the shed since there is so little storage space inside the house, but the shed’s roof leaks. The owner of the house has pledged to fix the roof of the shed months ago, but nothing has been done.

In your experience is the owner obligated to keep a shed repaired?

That would depend if the rental contract mentions the shed is to be used by the renter, or just verbally given the ok to store stuff there. I’m betting they don’t have the shed use in the contract.
