Does anybody know if the nations of Europe that participated in the holocaust (Germany, Austria, Hungary, and Romania) are still paying reparations to Israel? When do these payments cease? Who decided the size of what was owed? Was it the UN, World Court, or were these agreements individually negotiated? I’d like a reference where I could learn the details of these reparations.

Well, I found some sites that might be helpful:
According to Israel Wire, “Germany has paid more than 200 billion marks ($122 billion) in reparations to Jews and other Nazi victims”. There are links on this page to related stories, but I didn’t look at them, so I don’t know if any of them are helpful. It sounds as if the reparations are still ongoing from that article.
Business Week Online has an interesting article…er…first paragraph of an article…I couldn’t fully open the page for some reason, but the article title is Holocaust Reparations, so I linked it in case it’s helpful.
And here’s an article from Free Republic from Feb. 8, 1999 about reparations negotiations. I’m inferring now that, not only is Germany et al still paying, but they haven’t even settled how much will end up being paid.

Of the major participants in WWII and in what is now referred to as “the Holocaust,” you left out more than one, egkelly.
France, until the ‘liberation’ following D-Day, toed the Nazi line under the Vichy government and shipped thousands of Jews eastward.
The Soviet Union, through Stalin’s idiotic appeasement, handed much of Poland to the Nazis. The Jews in eastern Poland (taken over by the USSR early on) fared no better than those under the Nazis.
I don’t know why fortune smiles on some and lets the rest go free…
