It’s a clothesline.
More specifically, what’s often called a “hotel retractable clothesline”.
(If we have to explain what a clothesline is for, I give up. )

LOL well in my defense I don’t think I have ever hung clothes in the shower.
(one theory I had was that it was for people with mobility problems to pull themselves up if they fall)
I put one up in my sister’s little travel trailer. She uses it all the time. Very handy!
Hotels with a stopper in the sink and a line in the shower are your friend.
The silly things aren’t strong enough to hold up even one shirt. I have no idea why anyone thinks they are a good idea.
I think they’re more often used by women to hand wash their underwear and bras. (For something like a shirt, you can hang it from the shower curtain rod.)
I use them to dry out bathing suits.
The Rock. James Bond (err, John Mason) uses one to escape out the window. Yeah, that’s gonna hold his weight…
Why would you want to stop the dripping water from going down the drain? I don’t get it.
The stopper enables you to fill the sink with soapy water to hand wash your smalls. Then you rinse 'em out and hang 'em on the clotheline to dry.
The line is in the shower; the stopper is in the sink.
