Like when he directed the Justice Department to support Bob Jones University’s bid to regain tax exempt status? Or opposed the Civil Rights Restoration Act (not to mention opposing the Voting Rights and Civil Rights Acts)? Or opposed equal housing opportunity legislation as governor?

No, in general he had to be dragged, kicking and screaming, to any possible pro-CR legislation.
Not really, he continued to oppose some civil rights legislation even after Congress passed it thus it seems to have been very much conviction.

Because he bowed to pressure from his party, who knew how it would look - some of them had re-elections to worry about.
