Isn’t the “light blue job with a bunch of stars on it” supposed to occupy an entire row to itself?
Can someone educate this foreigner on what that is?

In ribbons it is first on towards the center of the chest on the top row, medal itself is one one of those funky neck ribbons. Technically you can get one on a medal mount, but most people go for the neck hanger.
