The rationale is that telling someone that they are on your ignore list is an insult. Like other insults, it is prohibited in most forums but allowed in the Pit.
When ignore lists were first allowed, it was prohibited to mention who was on your list even in the Pit, because it was just too lame. Later it was decided to treat it like any other insult.
Basically I see it like saying “Neener neerer neerer I can’t hear you!” The Internet version of your older brother almost touching you on a long car ride.

I find the idea of putting people on Ignore and not telling them petty and passive aggressive.
Not that that’s a bad thing.
