Trick question: Nobody.
The Union of Soviet Socialist Republics didn’t have a president–they had premiers, chairmen, secretaries, under-secretaries, ministers, and all sorts of other leaders. But no president until 1990.
The title of “Chairman of the Presidium of the Supreme Soviet”, however, was often shortened (by Westerners, at least) to President. So, depending on the context of the question, Shvernik and/or Voroshilov might be considered correct answers.
