A true anecdote.
I am in Edmonton Canada. About 20 years ago, a local family, concerned about the possibility of such a war did their own research and concluded much like your reference. They decided that an island group off South America was the best place to go. Since they spoke English, they decided that the Falkland Islands were the best spot. After a few months there, the Argentinians invaded. When contacted by the Edmonton press, the folks admitted that they had not considered the possibility of conventional war as a possibility in making their choice.
