BwanaBob, I know the area that neutron star is referring to. 88.1 is actually a fairly strong signal there, and it’s consistently strong. This isn’t neutron star trying to tune in a weak station from Reading; he’s trying to listen to a station that has a transmitter fairly close to where he is. (IIRC, it’s maybe 10 miles, and it may not even be that far.)

Moreover, as I said upthread, there are all sorts of aftermarket systems for home and auto use that may not be compliant. It sounds like someone’s got something rigged up at his house; the signal cuts in and out at the same location.
