Or at the very least, certainly not in a lampoon of action films…the least subtle genre in the world, made less subtle by being satirized in an over-the-top manner, made even less subtle by being done by the South Park crew.

I think so too. It seem to go down better with generation Y. As you say, action movies are not subtle, so maybe a satire of action movies should be just that.
But since so many seemed to like it, Parker & Stone clearly made some people happy. Not a bad thing in the movie business.
