What a strange thread title. I’ve read it four times and I still can’t figure out where the punctuation is meant to go.

I wanted it to read SC pee buying illegal/South of the Border closes Pee stop/Cecil Sez he’s gotta go.
Explanation: South of the Border started back in the 1960’s as a fireworks stand in Dillon, South Carolina, just below the border with North Carolina. With the increase in car traffic once I-95 was started, the kitschy place grew to include souvenir shops, an amusement park, motels, restaurants, and finally qualified for it’s own zip code-SOB, SC 29547.
They promoted the enterprise with hundreds of garishly painted billboards, all featuring the mexican pitchman Pedro in many non-PC ways. I was treated to this as a kid, traveling to see my Dad’s Mom in SC every summer.
My apologies for mistaking Pedro for Cecil-don’t know if it is SDMB influence, or that of a car dealer who used a campaign for years: Cecil Sez shop at C&C Ford.

I gotta confess the thread title made me scratch my head too, even though I knew that it had to be a takeoff on the South of the Border “Pedro Sez” billboards. It just wasn’t fitting in my head
Actually, if they’re selling it via mail order, couldn’t an argument be made about mailing biowaste or what have you?

The (perceived/expected) use of irrespecial substance appears, IMHO to be the damning factor.
