A co worker is trying to remember the title of a 1970’s +/- movie about a couple that are living underground in a small room and give birth to a child which they have to hide as children are not allowed in the community.
Could it be ZPG? Not living in a room underground as I recall, but having the baby is a capital offense.
There is a short story by Harry Harrison, "A Criminal Act ", dealing with unsanctioned childbirth

No children for one generation means human extinction, which I guess is a solution of a sort.
Everyone decided to skip having children and go directly to having grandchildren. Everyone knows they’re easier.

I actually remember this TV movie. Don’t remember living in an underground room though. Maybe they were hiding in a basement?

It might be THX, but there is never actually a child in that film. Two of the characters conceive a child, but it is never born.
The decree was no children for 30 years; the last cohort of children born would still be of breading age when the ban was lifted. Not that population control strategy makes any more sense either.

Isn’t that the opposite of the Handmaid’s Tale? The problem in that story wasn’t that there was a restriction on having children, it was that there was some environmental issue that made it harder to have children, so the powerful men got harems.
Beer battering them is much superior.
