Second-Degree Sexual assault

There is a registered sex offender living about a block from my house. He has lived there for a number of years with no problems that I know of. He was charged with “Second-Degree Sexual Assuault of a Child”. Just what does second degree sexual assault mean?

The guy is 26 and the offense happened in 1998

So, best case scenario, he was 19 and slept with a 15 year old.

You are correct. I am writing from Wis. We just received access to the sex offender rigistration site a few days ago. It seems that no matter what city, town, or village you check, there are sex offenders there. My city is a pop. of 3500. There are 16 offenders withing a 6 mile radius.

The problem is that so many people on the list are non-threatening “offenders” that the list needlessly upsets people. At first glance, this guy doesn’t seem like he’d be a threat to small children. The fact that it’s second degree (and factoring in his age) makes me think 1) there was no abduction or forced contact, and 2) the girl could have appeared to be old enough to give legal consent.

Can you go to the local cops and get more information than what is given onthe website?

He can go to the court house and look at the report (or call and have it mailed to him for a fee). The problem with cases involving minors is sometimes some or all of the report is sealed. Sometimes what they do is have a seperate police report written that doesn’t mention the minor by name and only is refered to by initials. It’s a 50/50 shot on that though.

I agree with you. Most of these guys are of no threat to anybody. And yes, most of their crimes were commited in this town. Some of them I know personally and their neighbors will tell you that they are OK. I suppose that you could get more info from the local police but I see no reason to do so. All but a couple of them were more than likely born and raised and lived in this town all of their lives. If you did not know about their past, you would think that they were regular Joes.

You can search criminal records here, but the record itself doesn’t reveal much more than the charge. Of course, once you have the case number, you can call or visit the county clerk. Also you can search for appellate decisions. An appeal will lay out the facts of the case nicely. You start looking for the appellate cases here.

No, you want to go to the Clerk of Courts. The County Clerk is something different.

Good point. Here in Michigan the County Clerk handles court filings. In Wisconsin, I can see that is not so.
