Thus, if I’m running the same “gay sex in the airport bathroom” sting, and I come up to men in the bathroom and extol the virtues of gay sex, and encourage them to “give it a shot”, then arrest them when they consent to engage in it, that’s entrapment. But sitting in the stall waiting for the next person willing to proposition me is not.

I don’t think that it is prejudiced in any way to say that it is ordinary or “regular” behavior to be using a restroom for its intended purposes. It is unordinary, or “irregular” to be:
an undercover cop
or
using a public restroom for anonymous sex

What makes it insulting? I haven’t been propositioned by a homosexual in some time, but as I recall “Thanks, but no thanks” worked fine. Are you offended by the fact that someone finds you sexually desireable? Maybe I have too much self esteem, but I think everyone finds me sexually desireable, even with considerable evidence to the contrary.
