My sister teaches elementary school. Her neighborhood, AFAIK, is not your neighborhood.
In the last year, her campus has dealt with attempted abductions by non-custodial parents, and by strangers. There have also been other issues that probably would concern parents, like drunk uncle Joe wanting to visit his nephew and ending up getting hauled away for breaking probation.
There are a lot of reasons why staff should intercept unknown adults on campus. Sucks to be the staff member though.

I went to Catholic school, and there were always people on the grounds who had nothing to do with the school. Going to church, walking through the cemetary, etc.
There’s also another Catholic church and school in our neighborhood, and while the playground is fenced in, I suspect it’s more to protect the property than the kids. They’d have to kick people out of their houses to keep them away from the school. So I guess it depends on the location.
