Do you really think that it’s ethical just because it’s legal?

You can argue that just because Trump criticized Harvard for their actions doesn’t make him wrong or them right. But it does make Trump’s criticism hypocritical. Trump has repeatedly said that he just used the laws as written to his advantage, so he has no leg to stand on criticizing Harvard for doing the same thing.
Lawful as it may be, there is a certain discomfort in that the PPP loans were sold to the public as a relief for struggling small businesses (not something “for everyone alike” like the stimulus check) and here are profitable and solid players saying “I’ll have some of that”; there has been criticism for banks for how they handled the applications of “real” small businesses vs. the not-really small, and that may have to do with the bigger companies already having legal teams in place ready to jump in with all the papers ready.
OTOH, with the colleges, the way the money was apportioned was that *every *accredited institution in the list of the particular division of the Department of Education was assigned up front by the Department a share based on how many of its students got how much in Pell Grants the previous year (and no less than half the share was supposed to be for direct aid to affected students, the college could choose to make it more). The table of what money each school would get was produced *before *any institution accepted anything.
