Knowing the government, I don’t know if that would make the bills easier to read. I picture something like those notes at the beginning of the tax instructions:

Estimated time to read your bill – 45 min.
Estimated time on hold waiting for someone
to explain your bill – 30 min.
Estimated time kicking couch in frustration
over not understanding explanation – 5 min.
Estimated time just writing the damned
check – 2 min.
