Uh, it was a stupid manager & a couple of stupid employees- not a decision from Home Office. You may have tons of legit reasons to despise WM. This ain’t it.

A few years ago, some IU students tortured several cats and it made a big splash in the press. However, they only got a fine because, at the time, all animal cruelty was considered a misdemeanor in the state. There was such a big reaction that Indiana “felonized” extreme animal cruelty.
From an arrest/trial/permanent record standpoint, there’s a huge difference between a misdemeanor and a felony.
The same has occured in several other states. A particularly heinous act of animal cruelty occurs and the citizens are appalled to learn that the most the offender can be hit for is a fine. This provides the motivation to change some acts from misdemeanors to felonies.
Having lived in the country for many years, I can attest that the rural mindset about killing dogs and cats is extremely different from those expressed by many in this thread. Of course, many rural folks get their protein in the winter by eating “Bambi” Cruelty, on the other hand, is no more tolerated in a rural setting than in a more urban one.
In the county I lived in, the standard way to take care of a dog that’s bothering livestock is to employ the 3 S’s:
Shoot
Shovel
Shut Up
The Shut up part was explained to me like this - You have to shoot your neighbors dog if it’s bothering your sheep. But you’d never tell your neighbor as that would just lead to bad feelings.
