If I run a stop sign in a shopping centre parking lot, am I breaking the law? It’s not a public road, after all. Do traffic laws still count on private property? If so, how do they excuse race cars?

It depends on the location.
Here in Wisconsin the State Supreme Court ruled that if a privately owned area…i.e. a mall parking lot…is open to the general public, then traffic laws can be enforced.
