Uh, yes? What alternatives were you envisioning? Homeschooling works well for a small percentage of families, but most parents can’t or don’t want to homeschool their children, and there are also those who do want to but shouldn’t.
Of course they should, five days a week for ten years at least, with competent (that is usually best assured by: state approved) teachers. Otherwise you will be homeschooled by your parents, who, let’s be franc, have no time and have no clue. Society would MAGA-ify rapidly and probably irreversibly.

Yes, the State should provide free primary, secondary, and tertiary education. I hope this answers your question.
