I used to travel through French Lick and have tasted Pluto water. Let’s just say that you would not want to use it as a mixer.

French Lick is in my neck of the woods! I grew up about 20 miles from there. Little bitty town, although slightly larger than my own hometown. We used to go there and get drunk and drive home through the country. Whew! Were we wacky or what!
My mom had an out-of-state friend who bought her son a French Lick tee shirt when he visited. When he wore it to school, they made him take it off. 
French Lick Springs, Spas, something like that, is the big deal now, and I think they’re shooting for a casino.

A quick perusal of pool chlorination sites indicates recommended levels of 25 or so for disinfecting (opp. regular use). You say people drink this stuff?
I don’t think you’re comparing the same things. The figures given for the Pluto water seem to refer to total chlorine content in the form of any compound - most of it seems to be in the form of sodium chloride (2027 ppm) - table salt, in other words. Pool chlorinators are hypochlorites, and you are probably reading a reccomended level specifically for them. The 5362 ppm of various crud given there can be compared to a 1000 ppm cutoff for total salt content in “fresh” water, and the 35000 ppm content of ocean water:
