Looking for GQ, but since different jurisdictions have different rules, I understand the replies IMHO may not be pure fact for my situation, and also because I understand, as all should, that a reply posted in a thread is not legal advice from my/our lawyer.

Some CHUMP hits me (twice!) goes nuts so I call the police. Trooper takes our information and makes copies for us, looks at the damage, no report but gives us an incident report/respond to call number.
Several weeks pass before the other guy’s insurance company (Progressive) inspects my car and it seemed even longer before the other vehicle is checked. The other driver must have fixed his SUV and apparently told the insurance company that he did not hit me. Progressive sends a letter that says after a detailed investigation, carefull examination of their insured vehicle, and statements taken, there is no evidence that their insured vehicle has collided with your vehicle.
Progressive has not responded to any request for any of the evidence. I requested pictures and statements. I also simply asked if Mohammed stated for the record that he did not hit me. I want to nail them down on that because I e-mailed the police and the cop replied that there was definatley an accident and Mohammed said he hit the car.
Questions:
Any ideas on the best way to deal with it? Progressive is not responding to me.
Does Maryland have any rule that requires an insurance company to relpy to a person, who is not their customer, for the type of info I asked about above? Or maybe some type of FOA request to the firm for any records concerning me?
File a grieviance with the MD Insurance Commissioner? Progressive obviously did not do as careful investigation to arrive at a “proper decision” or they would have talked to the police and they say there was indeed an accident and confession.
If I go to court, all I’ll get is a judgment against the maggot, can I use that to compel Progressive to pay the claim or will something change upon filing in court?
