I think he’s saying that the CIA should be doing an honest vaccination program without espionage to save a lot of lives, rather than use a useful program to save a small number of lives.
Imagine for a second that the program’s inception was not done for the purposes of spying, that they are simply vaccinating people against diseases. Ultimately, it would have done more good than bad. We may not have gotten OBL, but more kids would be alive because of it

At the very least, Smapti has written off any and all permutations of the “government snooping keeps us safe” argument. He’s already on record rejecting a trivial adjustment to public policy (treating consent to donate as the default in the absence of a specific statement to the contrary) despite a known life-saving effect that cannot be achieved otherwise; he can’t very well come back and demand a major adjustment (abandonment of personal data security) in search of an alleged benefit that could readily be obtained by other means (e.g. electing Presidents who pay attention to their damn daily intel summary memos).

You trivialize my opinion in order to reject it. I don’t care at all about my fluids or my essences. I care about my organs being harvested by opportunistic doctors working in for-profit enterprises with less than pure motivations.
That was never an option. The CIA wasn’t going to spend its money on vaccination programs with no intelligence benefit. The possibilities were “vaccinate the people and use the program to gather DNA” or “don’t vaccinate anyone”.
