I don’t see how organ harvesting, vaccination programs, and domestic spying are “creating new terrorists”. Nor do I see why “creating new terrorists” should leave us paralyzed and afraid to act. What’s the alternative - not fight terrorism? If killing terrorists creates more terrorists, then that just means we kill them as well until the trend towards suicidal behavior has been bred out of their population.
