No one gets cash from SNAP, they get cash from TANF (temporary assistance to needy families). Both types of benefits are distributed through the EBT card account. Actually, for those folks there are two accounts, one for SNAP and one for TANF. The SNAP account still can’t be used for anything but food. TANF can be used for non-food items, but I can’t speak of what limitations there may or may not be on that because I am not familiar with actually using that benefit.
Talking the percentages, the 25% include the elderly and handicapped who rarely drive or work and must rely on kids, cabs, and public transportation to get their daily bread.
The Snap card is also the entry qualifier to get reduced internet (Access) from all internet providers - $10/month modem and service. The TV aerial on our roof still provides over 85 free HD TV channels on my TV.
