What does this mean, about the Yugo? Was there some “feature” of the Yugo that had something to do with the engine and the lights? Or is Cecil just poking fun at the little car that was always just begging for people to make fun of it?

I once had a car with a similar feature; you had to shut off the radio in order to turn off the car. Removing the ignition key wasn’t sufficient. Wouldn’t be a bit surprised if the Yugo exhibited a similar trait.
What kind of car was that?
My Mother had an old mid to late 80’s Dodge Colt that the headlights (and everything else electrical) shut off if you turned off the ignition, but not the other way around.
